INS Sindhurakshak Tragedy: Navy should Strengthen and Safeguard its Submarine Fleet

Even as the Indian Navy, the youngest of the three services, had every reason to rejoice over India’s home-grown nuclear powered submarine INS Arihant attaining criticality and the launch of the indigenous aircraft carrier INS Vikrant in the first fortnight of August, a massive blow in the form of the wrecking of the INS Sindurakshak submarine in a devastative explosion on August. 14, turned the” mood of celebration” into a “moment of sorrow and introspection”.
The death of eighteen Indian Navy personnel on-board the ill fated Sindhurakshak, considered the key, frontline conventional submarine in service with the Indian Navy, made the tragedy all the more painful and shocking. Evidently, Sindhurarkshak was a sort of prized possession for the Indian Navy as it had come back from Russia after an extensive refurbishment. Incidentally, Sindhurakshak was deployed at the Mumbai dockyard following a US alert about the possible LeT(Lashkar-e-Toiba) attack along India’s coastline.The 2,300-tonne Sindhurakshak was, by all means, the operationally best submarine at the command of the Indian Navy since it got new sensors and underwent structural modifications which extended its lifespan by almost a decade .Following its midlife refit programme at Russia’s Zvezdochka shipyard at an estimated cost of US$80-million, Sindhurakshak, originally built in 1997, was equipped with the tube launched Club-5 cruise missile effective against the surface vessels and submarines at a range of about 200-kms. Sindhurakshak is one of the ten kilo class submarines that India bought from Russia between 1986 and 2000.

In the aftermath of this tragedy, Defence Minister A K Antony informed the Indian Parliament that “The navy has ordered a Board of Inquiry (BoI) and it has started with all the seriousness. Its terms of reference are to look into all aspects of causes of this incident. Nothing is ruled out. All likely aspects would be examined by BoI” said Antony. In a way, Antony’s statement implies that sabotage angle could not be ruled out.

Antony also revealed that the entire operational submarine fleet of the Indian Navy is currently undergoing extensive checks on the weapons related safety system and an audit of the current standards operational procedure has also been ordered. But then a serious question that begs answer is as to why the political dispensation in New Delhi slept over for more than a decade over a proposal for the acquisition of the submarine rescue system. Naval warfare experts point out that the timely deployment of the state of the art Deep Submergence Rescue Vessel (DSRV) could easily save the lives of the sailors on-board the submarine under disintegration. Naval forces of Russia, USA, China, UK and Singapore all have deep sea rescue systems in place. It may be recalled that in August 2000, more than 100 Russian sailors on-board the nuclear powered submarine Kursk, which sank in the Barents Sea, had to pay with their lives on account of the failure to deploy DSRV on time. The moral of the story is that by deploying a submarine rescue system, India could have easily managed to save the lives of the sailors on-board Sindhurakshak.

And in what seems to be the case of bolting the stable after horses have left, just a week before the Sindhurakshak tragedy, an RFI (Request for Information) was issued for a “Submarine Rescue Bell System with LARS”(Launch and Recovery System). Whether it is the procurement of the much needed artillery systems for the Indian armed forces or the acquisition of submarines for the Indian Navy, dithering and delay reinforced by a “deadly indifference” seems to have become the order of the day. And the country and its defence forces ultimately pay a very high price for the painfully slow decision making process of the poorly motivated bureaucracy associated with the defence acquisition programme.

On the other hand, India as a country has not exactly covered itself with glory in so far as ensuring safety in all its manifestations is concerned. It is high time that the Indian Navy took steps to decongest its facilities at Mumbai and Vishakhapatnam. To begin with, quickening impetus should be given to the completion of the phase two of the “Sea Bird” project at INS Kadamba at Karwar in Karnataka to help relocate some of the ships and submarines from Mumbai. It is in the fitness of things that it has been decided to berth the retrofitted aircraft carrier INS Vikramaditya at Karwar naval base. In Vishakhapatnam, where the nuclear submarines are stationed, a refinery and a fertilizer plant are in close proximity to the naval facilities. What’s more, the harbour here with its narrow entrance can easily be blocked by sinking trawlers. As such, there is a need for a new green-field naval yard somewhere on the eastern coast. The principle that one cannot put all the eggs in one basket should be the guiding force of the Indian Navy.

Becoming wiser after the event seems to have become a norm rather than an exception for the Indian ruling elite. Antony has now directed for according a top most priority for sustaining the “operational efficiency” of the thirteen conventional diesel electric submarines left with the Indian Navy after the Sindhurakshak tragedy. Of course, an overwhelming majority of them are already into the evening of their lives .And only half of them will be available for deployment at a given time since the ageing submarine fleet is being forced to spend much of their time for repairs and maintenance. Further, Antony had made it clear that there should be no more delays in the construction of the six Scorpene submarines with the technology to be provided by the French firm DCNS. Antony has also asked for expediting the thirty year submarine building project which was approved by the Cabinet Committee on Security (CCS) way back in July 1999.

By all means, submarines constitute the sinew of under-sea warfare strategy for they play a key role in neutralizing hostile naval vessels and blockading enemy harbours by laying mine fields. And now it looks as if India’s under sea combat arm stands compromised. Indeed, a fact filled CAG (Comptroller and Auditor General) report tabled in the Indian Parliament in 2008 had raised the alarm bells by stating that due to “ageing fleet and prolonged refit schedules, the average operational availability of the Indian Navy submarine was as low as 45%”. The report had also pointed out that the “the availability of the submarines with the Indian Navy is much below the envisaged force level and a large number of submarines in the existing fleet have become due for decommissioning in the immediate future.” Indeed, the grim ground reality is that Indian Navy has not been in a position to boost its sub-sea patrol by acquiring new submarines after the year 2000.

To make the matter worse, Indian Navy is yet to acquire air independent propulsion (AIP) system driven submarines which can stay under-sea for longer periods in comparison to the conventional diesel electric submarines which are required to surface once in a few days for recharging their batteries. In the context of the expanding responsibilities being thrust upon it, the Indian Navy would need a minimum of 24 submarines to take care of the security on both the eastern and western coasts of the country. In comparison, China has about 60 submarines of which ten are nuclear powered. China is also into building ten more nuclear powered submarines.

Indeed, India’s ambitious plan for building six new generation conventional submarines under Project 75I stands behind schedule by three years due to the delay in decision making and finalizing the purchase of equipment to be fitted into the submarine including sensors and propulsion. As things stand now, the first of the six Scorpene submarines will be delivered only by 2015 with 2022 as the deadline for the delivery of the entire lot. Under Project 75I, two of the six submarines will be delivered in ready to use condition by the French firm DCNS. The DCNS will transfer the technology to India for building the remaining four submarines. The Indian part of the project will be executed by Mazagon Docks Ltd (MDL) in Mumbai and Hindustan Shipyard at Vishakhapatnam. These submarines will come equipped with the advanced AIP system. This project forms a part of the thirty year plan to boost the under- sea capability of the Indian Navy and strengthen the indigenous base for the design, development and production of the submarines. As part of the thirty year plan, it is envisaged that 24 new submarines will join the Indian naval fleet.

Currently, the only operational nuclear powered submarine at the command of the Indian Navy is INS Chakra which was launched in 2012. It was acquired on lease for a period of ten years from Russia. This Akula-II class “Nerpa” submarine has a maximum speed of 30 knots and can go to a depth of 600-metres.Chakra armed with four 533-mm and four 650-mm torpedo tubes is, by all means, a formidable undersea combat system .Of course, under the lease terms, Chakra cannot be equipped with nuclear weapons. But then Chakra would substantially strengthen the Indian Navy’s capability for power projection in the Indian Ocean region and beyond.

Indeed, India’s home grown nuclear powered submarine Arihant going critical on August 10 as a first step towards its extensive sea trials was a landmark event for the Indian Navy. Unlike the conventional diesel driven submarines, the 6,000-tonne Arihant will remain submerged in water for months on end, thus making its detection a really difficult task. Powered by a compact, indigenous Pressurised Water Reactor (PWR) capable of generating 83-MW of power, Arihant has catapulted India into the elite league of a handful of countries which have mastered the technological complexities involved in building a nuclear powered submarine. Incidentally, India happens to be the only nation in the IOR (Indian Ocean Region) to possess a nuclear powered submarine.

On its part, the Defence Research and Development Organisation (DRDO) is planning to induct BO-5 medium range nuclear missile into Arihant. It is also planned to equip Arihant with K-15 nuclear tipped missile which has a range of 700-km.Further into the future, Arihant can serve as a formidable platform for launching the under sea version of the Indo- Russian supersonic cruise missile BrahMos. Three more nuclear propelled submarines would be constructed under Indian Navy’ high profile Advanced Technology Vessel (ATV) programme.
Clearly and apparently, Arihant and its follow on submarines including Aridhaman will substantially strengthen India’s nuclear strike capability. In the context of India’s national policy of “no first use of nuclear weapons”, the submarine arm of the nuclear triad will provide India a “credible second strike capability” to inflict “unacceptable damage” on the adversary. By all means, the submarine based ballistic missiles are considered the most effective and difficult to detect nuclear weapons delivery system.

But then it would be sometime before India’s fully home grown nuclear powered submarines go operational and become a part of the under sea arm of the Indian Navy. As such, with a view to beef up the rapidly dwindling submarine capability of the Indian Navy in the immediate future, India is now negotiating with Russia for the lease of the another nuclear powered submarine. All said and done, ensuring the safety of submarines is as critical as acquiring and maintaining them. For not long back, a US navy lieutenant who chose to remain anonymous through his blogs had expressed his unhappiness over the poor empowerment of Indian Navy personnel in terms of enforcing safety measures at all levels in a professional manner. Evidently, the US Navy blogger is known to have spent a few days with an Indian Navy ship in the Arabian Sea under the exchange programme.

Because the entire submarine fleet with the Indian Navy is both old and obsolete, the problems associated with ensuring their safety are too many and complex. For example, the fighting equipments past their designed life span are prone to mishaps and accidents. And the delay in procurement of new systems to replace the older ones only adds to the problem of ensuring safety. As is the case with the proposals for the procurement of battlefield hardware for the Indian Army and the Indian Air Force (IAF), the plan for the acquisition of submarines for the Indian Navy has been hanging fire for many years now. Unless our defence bureaucracy develops a vision and motivation for fast tracking the battlefield hardware in a time bound, transparent and cost effective manner, accidents like the Sindhurakshak tragedy is bound to repeat time and again. It may be recalled that the diesel electric driven submarine INS Sindhughosh had run into collision with a fishing boat in 2006 followed by a merchant vessel in 2007.

India should also probe thoroughly the observation of the Russian side that the violations of safety regulations could be the most likely cause of the explosion that wrecked Sindhurakshak. But here again, it would also be appropriate for the Indian Navy to evaluate the quality of Russian workmanship as well as the integrity of the systems and weapons forming part of the submarine. Of course, Indian Navy has in place well formulated and time tested procedures for ensuring the safety of submarines. But then to what extent they are implemented with all the seriousness they deserve, no one is sure as yet. And in particular this angle should be probed in depth.

For the navy personnel, living and operating in an undersea environment of the submarine, makes for a demanding and unforgiving task, for they lead a check by jowl existence with a bank of chemical batteries requiring periodic charging, inflammatory and dangerous gases as well as highly explosive warheads. This implies that even a small “mistake or lapse” could be dangerous and could cause a huge explosion leading to a certain catastrophe. Especially, while working in a submarine acquired from overseas source, the Indian Navy sailors should display a greater level of circumspection and caution as there are many “grey areas” in the safety measures and principles devised for them. There is no denying the fact that only a home grown system could ensure a greater level of safety and security in comparison to imported hardware. For here Indian naval personnel could have access to the entire range of data—starting from design phase to the level of integration and final assembly. In case of doubt, they can always go back to the original source. And this advantage would not be available with an imported system. This is one more major argument that goes to boost the case of indigenization from the word go.


Coming to the Sindhurakshak tragedy, greater stress should be placed on the safety of the propulsion system of a submarine. For it is speculated that the failure of the safety system related to the propulsion module of Sindhurakshak was responsible for the explosion. Because the diesel electric powered submarines are run on chemical batteries requiring occasional charging, the chances of their being subjected to explosion cannot be ruled out. By going in for the air independent propulsion system, the chances of submarine accidents could be minimized. All said and done, the argument of Uday Bhaskar, former Director of the National Maritime Foundation that “the zero error safety tenet will have to be reemphasized and internalized” should be the guiding principle of the safety procedures being implemented for the Indian submarine fleet. In the ultimate analysis, the security aspects of the mechanism of man machine interface should receive utmost priority to obviate the Sindhurakshak type tragedy. Under no circumstance should the safety principles be compromised. And the Indian Navy should lose no time in insulating its submarine fleet from “mishaps and accidents” by implementing safety rules and regulations at every stage of the operation.

Indo-European Relations: Strategic Alliances

To appreciate better the subject of India’s defence relations with Europe some reflections of a general nature would be pertinent. The point needs to be made right at the start that India does not have defence relations with Europe as such; it has them with individual European countries. Europe has forged a strong economic personality in the form of the European Union, but it has failed to develop a common foreign and defense policy in the true sense. When it comes to economic issues India, like other countries, has to deal with Brussels.

In foreign affairs Europe has acquired some role as an interlocutor through the High Representative of the Union for Foreign Affairs and Security Policy, with India holding a regular dialogue with the EU as a dialogue partner. But in defence relations India deals, not with Brussels, but with individual capitals.

It also needs to be pointed out that even though the EU exists as a shared economic space protected by common external tariffs, individual European countries commercially compete with each other intensely in foreign markets. In the defence area such competition is even more spirited as the overall cake is much smaller, the opportunity to win sizable contracts is not many, the contracts are generally high-valued and the margins are considerable. Also, the contracts create a long term relationship, with provision of spare parts, training, overhauling, periodic upgrades, modernization etc. providing plentiful returns.

Defence ties, besides, have a political element that comercial exchanges do not have. Countries with serious political differences, including the potential of conflict, can have flourishing economic ties, as is the case between US and China or Japan and China, not to mention political differences between Russia and Europe not standing in the way of their close energy ties. In such cases defence ties are excluded because that pre-supposes a degree of geo-political understanding beforehand.

Such ties also give the country that sells arms a degree of political leverage over the recipient country because the latter becomes dependent on the former for its defence preparedness. The danger is always there that at a critical moment spare parts may not be released or needed ordnance may not be available because of imposition of sanctions or the existence of a conflict situation. All these aspects are very relevant to India’s defence ties with European and other countries.

India’s defence relations with European countries have reflected, over the years, India’s foreign policy choices, its adherence to the policy of non-alignment during the Cold War and the impact of the Cold war on our region with Pakistan deciding to join western military pacts and receiving military aid from the West. The position taken by European countries and others on India-Pakistan differences, especially on J&K, that taken by individual European countries on sanctions imposed on India because of India-Pakistan hostilities or the degree of reticence in selling arms in order to avoid sharpening tensions in a region seen as unstable. India’s nuclear and missile programmes have also had a bearing on the policies of European countries with regard to transfer of sensitive or dual use technologies barred under the technology denial regimes set up by the West.

Not many countries, even in Europe, manufacture advanced defence systems that can be sold in the international market. Defence manufacturing is a high-cost enterprise as very advanced technologies are involved, which, in turn, require huge outlays on R&D for development. The need to export in order has some economies of scale and amortizes development costs is therefore a pressing one. All the more so because in the absence of any real external threat European countries have had to reduce their defence budgets and the size of their standing armed forces, with the consequence that domestic orders for defence equipment are not sufficient to achieve the wanted economies of scale.

Conflict-Free Space

Europe’s great success is, in fact, the creation of a genuinely conflict free geographical space in a continent that has witnessed the most inhumane and destructive wars in the past. No European country is threatened with aggression by a neighbour. This should have argued in favour of a massive contraction of the European defence sector. Ironically, outside the US which maintains a gargantuan defence sector and Russia which inherited an oversized defence manufacturing base from the Soviet Union but which has declined considerably, individual European countries still retain impressive defence manufacturing capabilities. There is little relationship between the external threat European countries face and the wherewithal they maintain to defend themselves.

For the bigger European powers which have wielded power internationally for a very long period and are habituated to it, and which have fought with each other and with others in order to advance or preserve their interests or impose their will, the possession of a sizable defence industry is an expression of their continued big power status. It gives credibility to their role in maintaining international peace and security whether institutionalized in the Security Council, within the ambit of NATO, a “coalition of the willing” or self-assumed in the light of their national interests. Their military capabilties give them the means to project their power outside. Besides this, the civilian off-shoots of defence technologies are also very important as they have a bearing on the efforts of these countries to remain in the forefront of global-level technological innovation.

For Europe, rivalry with the US, which is both an ally and a competitor, is a powerful reason to maintain a sizable, independent defence manufacturing base. If, on the one hand, the trans-Atlantic alliance in the form of NATO provides Europe with the US defence umbrella and allows it to reduce its defence expenditure, fears of loss of independence in foreign policy making and subservience to the US makes the major European countries retain sizable defence capabilities.

With the lessons from the conflict in Yugoslavia in mind, these countries also want to be able to maintain peace at least on the periphery of Europe largely on their own rather than relying entirely on the US for this. The French, for example, have long pushed for a common European defence policy, but without much success because of the NATO factor and the opposition of many European countries, especially those from the erstwhile Soviet block, not to mention the UK, to any dilution of the US role in European defence.

One needs to keep also in mind that while India and others deal with individual European countries for defence cooperation and purchases, in actual fact Europe’s defence manufacturing has become mostly “multinational”. Much of this sector has either been privatized in Europe or enterprises are jointly owned by governments and private capital.

The economies of scale are sought to be obtained within Europe itself by various countries pooling requirements and jointly funding defence production programmes. Work is shared between countries often in proportion to the size of the procurement orders placed by them. Equipment manufactured by one country has in it components manufactured in other countries, such is the nature of collaboration in defence manufacturing today.

In view of all the acquisitions and mergers that have taken place as part of a consolidation process the industry has undergone in the face of high costs, competition and declining orders. Hardly any product is now purely “national”. Even when a European product is being bought it is likely to have US made components in it. At the level of tie-ups in capital, the trans-national nature of major European defence manufacturing companies is even more of a reality.
The European Aeronautics, Defence and Space company (EADS), for example, was created in 2000 by merging French (Aerospatiale-Matra), German (DASA) and Spanish (CASA) companies. Its missile branch was merged with BAE systems of the UK and Finmeccanica of Italy to form the MBDA. The Eurofighter, the other contender for our MMRCA contract, is jointly produced by Germany (DASA), Britain (BAE), Italy (Aeritalia) and Spain (CASA). Dassault, whose Rafale has been selected for negotiations for the acquisition of 126 combat aircraft by India, is owned by Dassault Group (50.55%) and EADS(46.33%), which means that even if the Eurofighter has been excluded from the 126 aircraft competition, EADS, the manufacturer of the Eurofighter, will financially benefit from the Rafale deal.

Augusta Westland, which has signed a joint venture agreement with Tata Sons to assemble its AW 119 helicopters is an Anglo-Italian company. Turbomeca, the French aircraft engine maker is tied up with Rolls Royce. Thales, another French company, which is involved in India defence programmes, is tied up with Raytheon from the US and BAE from the UK. BAE, the manufacturer of the Hawk trainer aircraft sold to India, the Ultra Light Howitzers that India has decided to acquire through the US FMS route and a parther in the Eurofighter, has made several acquisitions in the US.

For historical reasons India had close defence ties with the UK for some years after 1947, to the extent that India’s Naval Chief was a Britisher till April 1958, with Britishers also the Air Chief till April 1954 and Army Chief till January 1949. India’s Centurion tanks, Vampires, Canberra, Hunter and Gnat aircraft, and Leander class frigates were of British origin. But Cold war politics, British support for Pakistan and interference in the Kashmir issue in Pakistan’s favour, a reluctance to strengthen India miltarily against Pakistan, inevitably led to a dilution of the defence relationship.

Within Europe, France, whose commitment to Pakistan was not of the same order and which was not mentally hostage to any colonial era responsibilities towards Pakistan or the sub-continent, was an alternative source. India acquired from France, in the 1950s itself, Ouragan, Mystere and Alize aircraft, AMX tanks and air to surface and anti-tank missiles. In the 1960s India went in for licensed production of French Alouette helicopters, to which were added Lama helicopters for high-altitude operations in the 1970s.

The biggest consequence of Cold War politics was India’s turn towards the Soviet Union beginning in the 1960s for defence supplies and licensed production of equipment, to the point that Russia accounts today for almost 70% of India’s military hardware.

France, amongst all the European countries, has been seen as the most reliable partner. It has studiously avoided imposing sanctions on India whether because of India-Pakistan tensions or even in the wake of India’s nuclear tests in 1998, besides being the first to establish a strategic partnership with India, indicating clearly how it perceived India’s role in a developing multipolar world. In the 1980s India signed the agreement to procure Mirage aircraft from France. A $2.4 billion deal was inked in July 2011 with Dassault Aviation and Thales to upgrade 51 of these Mirage aircraft.

The selection of Rafale for final negotiations for the MMRCA contract, even if done strictly on the basis of technical and commercial parameters, testifies to the underlying confidence in the stability and security of defence ties with France.

In December 2005 India and France signed the $3 billion Scorpene deal, opening up cooperation in an area the French were especially keen on, in part to obtain orders for their state-owned naval shipyard, the DCN, and, in part, to attenuate negative feelings in India about their considerable naval cooperation with Pakistan.

The element of competition with Germany, which had supplied 4 type 209 submarines to India between 1986 and 1994, was strong. Two of these German submarines were built in Germany and two assembled in Mazagaon docks. In 1991, however, HDW, the manufacturers of the submarines, was blacklisted by India, which opened up space for France to enter the Indian submarine market.

The bagging of the Scorpene contract was a political success for France, given that Germany had greater experience and a more established reputation in submarine building and technology. This success was not unconnected with the goodwill France had earned by its accommodative position on India’s 1998 nuclear tests. The delay in implementing the Scorpene project did cause some bickering about where the responsibility lay, but this has been overcome.

Other projects with France include development of engines for the ALH, the Kaveri engine for the LCA and the Shakti engine for Dhruv. A major project involving substantial technology transfer that has been negotiated with MBDA and awaits governmental approval is joint development and manufacture of the SR-SAM, the short range surface to air missile. A successful implementation of this project can open up more cooperation in the missile field, including, potentially, ballistic missile defence.

During the Indian Prime Minister’s visit to France in July 2009, President Sarkozy had reportedly promised to open all doors for Indo-French defence cooperation. The Indian decision in favour of Rafale creates a favourable ground for India to press for implementation of that promise. For the time being, French attention is focussed on finalizing the Rafale contract and other major steps in defence cooperation, especially in restricted technologies, will probably have to wait till then.

In 1979, with India ordering around 130 aircraft Anglo-French Jaguar aircraft, with licence production and transfer of technology as part of the package, the British made a sizable come-back into the Indian market. In February 2003 India ordered 66 Hawk trainer jets from Britain worth $1.7 billion. India insisted these planes carry no US parts because of the experience with its Harrier aircraft detained in Britain after the imposition on nuclear sanctions on India in 1998.

In July 2010, during Prime Minister Cameron’s visit India India placed an order for an additional 57 Hawk aircraft worth $1.1 billion to be built by HAL, with Indian complaints about delays in transfer of technology for the earlier contract apparently resolved. Apart from defence sales, India and Britain have held air and naval exercises.

In the area of R&D, the tie-up between DRDO and the British DSTL (Defence Science and Technology Lab) is of potential interest. Britain is offering participation to India in the Global Combat Ship (GCS), a flexible role frigate. Britain, as we know, has a very large defence manufacturing base, the largest in Europe, with almost 2600 defence companies. BAE systems, which have contracted to sell 140 Ultra Light Howitzers to India, is looking at a role in artillery modernization in India, for which it has tied up with the Mahindra Group to create a Centre for Excellence for artillery projects.

The German Connection

Germany’s Kurt tank was involved in the manufacture of HAL’s Marut jet fighter in the 1950s. Since 1999 Germany, which is the fifth largest exporter of defence items to India, has been providing parts for construction of ships and submarines, such as fire control systems, sonar and navigation systems, parts for planes, helicopters and tanks. Apart from supplying 4 Type 209 submarines, it has supplied a large number of Dornier 228 aircraft. India and Germany signed a new Defence and Security agreement in 2006; an Indo-German High Defence Committee has been formed; visits of service chiefs have been exchanged. In 2008, the first joint naval exercise was held off Kochi.

Of course the Germans have had their set-backs in defence deals, having lost the submarine contract to the French and failing to win the MMRCA contract for which they were the lead country for negotiations. Earlier, in December 2007, they saw the cancellation of the $ 500 million 197 helicopter deal that had been won by Eurocopter. The result of the re-tender remains uncertain because of competition from the Russia’s Kamov helicopter. Similarly, in the first tender for 6 Refuelling Aircraft, EADS’s Airbus 330 (military version), for which the lead country is Spain (but Germany is a big shareholder of EADS), came out lowest in price but this tender too was cancelled in 2009 and has been re-tendered. The competition is again with a Russian aircraft, the IL76 with new engines, with uncertain result.

India’s defence relations with Italy are relatively limited. Italy’s Alenia Aeronautica has 21% share in the Eurofighter, but this plane lost out in the MMRCA race, as we know. Italy is providing consultancy to our Navy for our indigenous aircraft carrier. Finmeccanica of Italy is providing its propulsion system. India is obtaining heavy weight torpedoes for its submarines and frigates from Italy. Finmeccanica’s subsidiary Augusta Westland won the tender for supply of 12 AW101 helicopters to serve as executive transport helicopters for the Indian VIPs. Augusta Westland has established a joint venture with Tata Sons to assemble the 8 seat AW 119 Ke light helicopter in India. In 2003 India and Italy renewed their 1994 MOU on defence cooperation. The India-Italy Joint defence Committee has met once, in January 2010.

India has the dubious distinction of being the world’s largest importer of arms. This reflects extremely poorly on the state of indigenous defence manufacturing. That a large country like ours, with such huge security challenges from China and Pakistan combined aggravated by US and western arming of Pakistan and subjecting India to technology regimes, should have been impelled to build domestic capability on an accelerated basis. No country can follow a truly independent policy without an independent defence base of its own. There can be no strategic autonomy without an independent self-defence capacity. We have not been able to leverage our large scale imports for obtaining the level of transfers of technology needed by us. Fortunately, the allure of the Indian market has persuaded countries like France and Germany not to enter into any new major defence contracts with Pakistan.

Changing Attitudes

Today the situation has improved for us. India has been liberated from nuclear sanctions and our western partners are, in principle, supportive of our membership of the various technology regimes set up by them. This changed attitude towards India should progressively make it easier for us to insist and obtain meaningful technology transfers. The policy on offsets will contribute to building a larger defence manufacturing base, but it would be on a sub-contractual basis and is not likely to lead to the kind of transfers we want. For this a change in our rules on FDI in the defence sector is required. The present 26% ceiling needs to be increased to 49% as a first step. The private sector should be given all encouragement to enter the defence sector.

The entry of the US in the Indian defence market and its success in bagging contracts worth $ 9 billion in the last 5 to 6 years is impressive. This shows that India does not think that the use of sanctions against India is a serious threat anymore. Meanwhile, Pakistan’s relations with the US and the West in general have seriously deteriorated.

US has now begun to focus on the Asia-Pacific region to potentially counter a threat from rising China. These developments are in our favour in terms of building up our defence potential. The technology transfer problems will not be easy to deal with as the defence sector in western countries has been largely privatized and private companies cannot be compelled to part with proprietary technologies. Where governments are standing in the way through export controls that is where India needs to exert pressure.

European countries have to contend with Russia’s entrenched position in our defence sector, the impressive share Israel has carved out for itself- the second largest-in this sector and the advances the US is making. India is caught between the need to limit the inventory of equipment it has for operational and maintenance reasons, and the need to diversify so as not to create over-dependence on any one country.

We are expected to import $200 billion worth of arms in the next 12 years. European countries will certainly have a share of this. They should, as European cooperation comes with much less intrusive demands and fewer chances of disruption of supplies for extraneous reasons. And we have tested our cooperation with European countries for long years now.

Indian Navy on A High - Growth Trajectory

Last week, Vikramaditya, formerly Adm. Gorshkov, a 45,000-tonne displacement aircraft carrier built in Russia began its sea trials, six months before it is handed over to the Indian Navy on December 4, the Navy Day.

This week, four frontline warships are on a port call in Shanghai at the end of a sustained overseas deployment as part of India’s ‘Look East Policy’. The four IN ships, Rana, Shivalik, Karmukh and Shakti, under the command of Rear Admiral P Ajit Kumar, Flag Officer Commanding Eastern Fleet are on an operational deployment to the South China Sea and North West Pacific. Earlier in the deployment, the first bi-lateral maritime exercise between India and Japan 'JIMEX 12' (Japan India Maritime Exercise) was conducted, coinciding with commemoration of 60 years of diplomatic relations between India and Japan.

According to the Indian Navy even as the four ships of the Eastern Fleet are in the South China Sea, another ship, INS Savitri is currently in Port Victoria, Seychelles. INS Savitri will participate in the National Day celebrations of Seychelles and thereafter be deployed for about two months to undertake surveillance of the Exclusive Economic Zones (EEZ) of Seychelles and Mauritius. The Indian Navy continues to maintain one Dornier aircraft in Seychelles to provide aerial surveillance for the Seychelles EEZ. Another Dornier aircraft is actively flying from Maldives to meet Maldivian requirements of EEZ surveillance and anti-piracy patrols.

INS Tabar is on a sustained deployment in the Gulf of Aden on convoy escort and anti-piracy patrol.
Four ships of the Western Fleet have just begun on an overseas deployment to Horn of Africa, Red Sea and the Western Mediterranean under the command of Rear Admiral AR Karve, Flag Officer Commanding, and Western Fleet.

Suddenly, the Indian Navy is the service to watch out for.

Quietly, it has gathered pace in acquisition and modernisation together. Currently it is in the middle of a planned expansion designed to cater to emerging maritime security challenges in the Indian Ocean Region and beyond.

For instance, in April, India’s latest naval base, INS Dweeprakshak (Island protector) was put into operation at Kavaratti in Lakshawadeep, the tiny island chain, southwest Kerala. Although the Indian Navy has had a small presence on the strategically important islands for the past decade, its decision to open a permanent base emanated from recent incidents of piracy very close to these islands. At least 100 pirates were caught and several piracy attempts foiled in the vicinity by the Indian Navy in recent times.

In a statement, the Navy said: “Indian Navy has been operating a detachment at Kavaratti since early eighties. With the commissioning of INS Dweeprakshak, the island territories would see calibrated strengthening of assets in step with their growing relevance to the security calculus of the Nation. A firmer footing in the islands, which are spread out astride some of the busiest shipping lanes of the world would provide the necessary wherewithal to the Indian Navy to discharge its responsibilities suitably. Indian Naval Warships on patrol would now extend their reach farther with base support from INS Dweeprakshak.”

The establishment of this base is in keeping with the announcement made by the Chief of Naval Staff, Adm. Nirmal Verma. “The Navy is also in the process of setting up Operational Turn Around (OTR) bases, Forward Operating Bases and Naval Air Enclaves along the coast which would enhance the reach and sustainability of our surveillance effort. ..in 2011the Navy has provided a renewed impetus and focus towards creation of operational and administrative infrastructure in the Andaman and Nicobar Islands and the Lakshadweep and Minicoy Islands. These islands are the country’s strategic outposts and augmentation of the facilities would enhance our reach and enable extended presence in the area,” he had said in December2011.

The Navy’s long-term Maritime Capabilities Perspective Planning fact has identified a mix of two major roles for the force: One, the traditional blue water operational capability and two, a plan to effectively counter threats closer to the coast.

According to the report of the Standing Committee on Defence, tabled in Parliament in the last week of April, the Navy’s short-term plan has the following objectives:

  • Augment airborne maritime surveillance, strike, Anti Submarine Warfare and air defence capability through induction of shore-based aircraft, integral helos, carrier based aircraft, space based AIS and UAVs, along with suitable weapons and sensors
  • Build adequate standoff capability for sea lift and Expeditionary Operations to achieve desired power projection force levels, influence events ashore and undertake Military Operations Other Than War.
  • Induct assets and develop suitable infrastructure to augment forces available for Low Intensity Maritime Operations (LIMO), protection of off- shore assets and Coastal Security framework.
  • Induct force multipliers like satellite based global communications, reconnaissance and network enabled platforms to achieve Battle-Space dominance capability and perform network centric operations.
  • Induct state-of-the-art equipment and specialised platforms for Special Forces to enhance niche capabilities to conduct Maritime Intervention Operations and other envisaged roles.
  • Develop support infrastructure in island territories to support the planned force levels as well as support infrastructure for ships/submarines/aircrafts at ports and airbases.
Given the extensive plans presented to the Parliament, it is evident now that the Indian Navy is in the middle of its most ambitious expansion plan in the past three decades. Senior officers point out that the Indian Navy’s perspective-planning in terms of ‘force-levels’ is now driven by a conceptual shift from ‘numbers’ of platforms -- that is, from the old ‘bean-counting’ philosophy -- to one that concentrates upon ‘capabilities’.

Naval HQ says 50 modern ships are currently on order with majority being built Indian shipyards. The Parliament’s Standing Committee on Defence was informed last month that while Indian shipyards have made remarkable progress in building hulls and associated equipment but still lag behind in building and manufacturing weapons and sensors.

Traditionally the Indian Navy has sourced most of its ships from the former Soviet Union but over the past decade, defence planners have leaned hard on Indian shipbuilding yards to deliver a variety of warship for the Indian Navy.

Two stealth ships—INS Shivalik and INS Satpura-- commissioned recently have been designed and built by public sector Mazgaon Docks Limited. The order books of India’s oldest government-owned shipbuilders are full with the Navy wanting four more such guided missile frigates over the next five years.

There are more acquisitions in the pipeline. They include: four anti-submarine corvettes, four guided missile destroyers, three stealth frigates, six Scorpene submarines (being built at Mazgaon Docks with French technology and help) and two nuclear-powered submarines.
India’s conventional diesel-powered submarine fleet is down to single digits right now but with the Russian-built Nerpa class nuclear submarine (leased for a decade) joining service earlier this year, the submarine arm has got a major boost. But the biggest force accretion in recent years has come in the form of Boeing P-8i long range maritime reconnaissance (LRMR) plane that gives the Indian Navy a reach and capability to mount surveillance way beyond its traditional areas of influence.

According to its near-term plans, the Indian Navy has ambitions to become a three Battle Carrier Groups force by 2020. While its most prestigious acquisition—Russian Aircraft Carrier Admiral Gorshkov, renamed INS Vikramaditya—is likely to be inducted into the fleet latest by March 2013, one more carrier being built indigenously will most likely join the service by 2015.

Currently India operates a lone Aircraft Carrier, INS Viraat, a British-built 1960s vintage ship that is on an extended lease of life thanks to the Navy’s innovative engineers and planners. Vikramaditya, once inducted, will give India the much needed edge inits maritime capabilities since it will come with the latest MiG-29 K series ofaircraft. Indian Naval Aviators are already hard at work training themselves onthe planes but away from the ship.

Defence Minister AK Antony in fact told the Naval Commanders Conference last month: “India’s strategic location in the Indian Ocean and the professional capability of our Navy bestows upon us a natural ability to play a leading role in ensuring peace and stability in the Indian Ocean Region.”

Little wonder than the US wants India and especially the Indian Navy to play a major role in its quest to form new and lasting regional alliances in Asia as articulated by visiting secretary of defence Leon Panetta.
