भाजपा कैसे जीती... और कांग्रेस कैसे हारी

कांग्रेस के जिन गलियारों में निराशा के जाले और हार की सीलन मजबूत ये मजबूत इरादे वालों को भी उलटे पांव लौटा सकती है, और जहां उम्मीद भी हार की कहानी कहती है, वहां ताजी हवा का झोंका आया है। वह झोंका गुलाब के बगीचों की याद तो नहीं दिलाता है, लेकिन वह इस बात का भरोसा दिलाने के लिए काफी है कि इस बड़ी और नामी पार्टी के लिए सब कुछ खत्म नहीं हुआ है। अभी तक तो ऐसा कोई सबूत नहीं मिला है, जिससे पता चले कि कांग्रेस का चुनावी भाग्य बदलने वाला है - बल्कि आने वाले कुछ महीनों में तो बदतर ही रहने वाला है - लेकिन छोटे-मोटे दिलासों से खुश होने और कुछ बड़ा हाथ लगने की उम्मीद करना गलत भी तो नहीं है।
वह ताजी हवा, वह छोटा सा दिलासा, अच्छे प्रचार के रूप में आया है, जो कांग्रेस के उपाध्यक्ष और लंबे समय से अध्यक्ष बनने की प्रतीक्षा कर रहे राहुल गांधी को उनके हाल के अमेरिकी दौरे पर हासिल हुआ। बेशक अमेरिका के राष्ट्रपति से उनकी मुलाकात नहीं हुई, लेकिन उन्होंने दूसरों से बातचीत की और अच्छे नतीजहे भी दिखे। मीडिया का एक तबका उतना ही खुश हुआ है, जितने (दुर्गति के आदी हो चुके) कांग्रेसी मानो नेहरू-गांधी परिवार के इस कोहिनूर के बारे में उसका आकलन एकदम सही साबित हो गया है। बड़ी-बड़ी खबरें लिखकर बताया गया कि राहुल गांधी ने किस तरह अपने ‘ईमानदारी भरे और दोटूक’ जवाबों के जरिये - शायद साफगोई से यह स्वीकार कर कि भारत में खानदान की ताकत ही चलती है, चाहे राजनीति हो, कारोबार हो या मनोरंजन हो - अमेरिका के श्रोताओं पर जादू कर दिया। इतने से सब्र नहीं हुआ तो उन्होंने ‘असहिष्णुता’ को बढ़ावा देने और ‘असंतोष’ को दबाने के लिए नरेंद्र मोदी सरकार को आड़े हाथों भी लिया।
बंधकर बैठने वाले श्रोताओं - देश में तो अक्सर उन्हें रूखे से श्रोता मिलते हैं, जो उनकी समझदारी भरी बातों पर संदेह करते हैं और अंत में उन्हें बेकार या भ्रमित मानकर खारिज कर देते हैं - को पाकर कांग्रेस नेता का उत्साह इतना बढ़ गया कि वह मुश्किल में फंस गए। उदाहरण के लिए पर्याप्त रोजगार सृजित नहीं कर पाने के लिए मोदी सरकार को लताड़ते समय उन्होंने यह भी जाहिर होने दिया कि कांग्रेस के नेतृत्व वाले संप्रग को भी इसी भूल के कारण सत्ता से बेदखल कर दिया गया था। उन्हें अहसास भी नहीं हुआ कि इस स्वीकारोक्ति के साथ ही उन्होंने अपनी ही पार्टी के नेताओं के दावों की हवा निकाल दी, जो किसी भी मौके पर यह बताने से नहीं चूक रहे थे कि उनकी पार्टी ने कितने अधिक रोजगार का सृजन किया था। उसके बाद राहुल ने आजादी के आंदोलन के कई प्रमुख नेताओं को प्रवासी भारतीय (एनआरआई) बता डाला।
लेकिन विरोधाभास और चूक को फिलहाल छोड़ देते हैं। कांग्रेस इस बात से खुश हो सकती है - और कौन कहता है कि खुशी बुरी बात होती है, हालांकि खुश होने का अधिकार अभी तक हमारे संविधान के मौलिक अधिकारों वाले हिस्से में दिए गए ‘जीवन जीने के अधिकार’ की लगातार बढ़ती परिभाषा में अलग से शामिल नहीं किया गया है - कि आखिरकार और 2014 में पार्टी की करारी हार के बाद तीन वर्ष से भी अधिक समय में शायद पहली बार राहुल गांधी के बारे में कुछ सकारात्मक लिखा गया है। इससे पहले की उनकी विदेश यात्राएं या तो गोपनीय होती थीं या इतनी महत्वहीन होती थीं कि उनके बारे में कुछ लिखा ही नहीं जाता था। हालांकि अमेरिका घर से दूर है और बर्कले विश्वविद्यालय के जिन युवाओं को भारतीय खानदानों की सत्ता (उसे लगभग स्वीकार्यता प्रदान करते हुए) के बारे में बताया गया, वे 2019 के लोकसभा चुनावों में वोट नहीं डालने जा रहे और न ही इसी वर्ष होने वाले गुजरात और हिमाचल प्रदेश चुनावों में वोट देने जा रहे हैं। जैसा कि सोशल मीडिया पर एक पोस्ट में कहा गयाः राहुल गांधी ने बर्कले को प्रभावित कर लिया होगा, लेकिन बीकानेर का क्या!
असली चुनौती यहीं पर है। बर्कले जैसे कार्यक्रमों से मीडिया की सहानुभूति या दुलार मिल सकता है; विदेश में प्रवासी भारतीयों को संबोधित करने से उनकी पार्टी को कुछ रकम मिल सकती है। लेकिन वोट तो इसी देश की जनता से मिलने हैं। क्या यह लक्ष्य हासिल करने के लिए कांग्रेस के पास कोई रणनीति है? घर में - पूरे देश में और हाल में उत्तर प्रदेश में - हुए नुकसान की भरपाई करने के लि बर्कले के कार्यक्रम से कुछ अधिक चाहिए होगा। हम आगामी चुनावों में मिलने वाली संभावित हार की तो बात ही नहीं कर रहे हैं। पार्टी में कई लोग 2019 के लोकसभा चुनावों के लिए हथियार डाल चुके हैं या डाल चुके दिख रहे हैं।
जीत की राह पर लौटने के लिए सबसे पहले कांग्रेस को समझना पड़ेगा कि वह हारती क्यों आ रही है और भारतीय जनता पार्टी (भाजपा) जीतती कैसे आ रही है। कहने का मतलब यह नहीं है कि हारने वाली पार्टी ने कोशिश नहीं की है, शायद उसने की है, लेकिन या तो उसका चिंतन उथला रहा है या चिंतन के दौरान सामने आए सबक सीखे नहीं गए हैं। कांग्रेस के नेताओं को उस पर ध्यान देना चाहिए, जो भाजपा की उत्थान भरी यात्रा (और साथ ही कांग्रेस की लुढ़कन) पर प्रकाश डाल सकें। उन्हें ‘दक्षिणपंथियों’ से सीखने की और मीडिया के भीतर तथा बाहर दक्षिणपंथियों के समर्थकों की जरूरत नहीं है। ‘तटस्थ’ समझदार स्वर भी हैं, जो इतने विश्वसनीय हैं कि उनके गंभीरता से सुना जाए और इतने संतुलित हैं उनका सम्मान किया जाए। हो सकता है कि वे कांग्रेस के समर्थक नहीं हों, लेकिन वे भाजपा के समर्थक भी नहीं हैं। वास्तव में वे दोनों के ही प्रति निर्मम हैं और उन्हें श्रेय देने में भी नहीं चूकते। हाल में ऐसी ही एक पड़ताल ‘हाउ द बीजेपी विन्सः इनसाइड इंडियाज ग्रेटेस्ट इलेक्शन मशीन’ नाम की पुस्तक के रूप में आई है, जिसे तटस्थ स्वर वाले लेखक तथा पत्रकार प्रशांत झा ने लिखा है।
पहली नजर में शीर्षक कांग्रेस वालों (पार्टी नेताओं और उनमें भरोसा करने वालों) को मायूस कर सकता है और हो सकता है कि वे पुस्तक को हाथ भी नहीं लगाएं। वे उसमें भाजपा की विजय यात्रा का प्रशस्ति गान होने की अपेक्षा भी कर सकते हैं। इसके अलावा हो सकता है कि वे दंभ के कारण भी उसे नहीं पढ़ना चाहें - दंभ क्योंकि उन्हें भरोसा है कि भाजपा की जीत का कारण सभी जानते हैं - सांप्रदायिकता की राजनीति। यदि वास्तव में ऐसा ही है तो कांग्रेस कुछ भी सीखने के लिए तैयार नहीं है। यदि कांग्रेस के नेता कुछ समय के लिए पूर्वग्रह छोड़ दें तो इस पुस्तक में उन्हें काम का बहुत कुछ मिल जाएगा। जिन्होंने इसे पढ़ा है, वे इस बात पर सहमत होंगे। प्रशांत झा की पुस्तक सत्तारूढ़ पार्टी के गुणगान से नहीं भरी है। वास्तव में भाजपा के समर्थकों को धक्का लग सकता है या वे लेखक के विश्लेषण से नाराज भी हो सकते हैं क्योंकि पुस्तक में जीतने वाली पार्टी के लिए भी खरी-खोटी लिखी गई हैं, जिन्हें अनदेखा करना आगे जाकर भारी पड़ेगा। झा ने भाजपा के कुछ तरीकों की तीखी आलोचना की है, लेकिन पार्टी को उसकी रणनीतियों का तथा तकनीक का इस्तेमाल कर जीत का मंत्र हासिल करने का श्रेय देने में भी उन्होंने कोताही नहीं बरती है। ऐसा करते समय झा ने बहुत स्पष्ट शब्दों में चाहे न की हो, लेकिन कांग्रेस की नाकामियों की बात की है। यह नपी-तुली पुस्तक है, लेकिन इसमें बारीक विश्लेषण की कमी नहीं है। झा की बड़ी ताकत यह है कि जमीनी रिपोर्टिंग के कारण उन्हें भारतीय राजनीति की सीधी समझ है। हाउ द बीजेपी विन्स में अधिकतर बात इसी वर्ष हुए उत्तर प्रदेश विधानसभा चुनावों की है, लेकिन यह ठीक ही है क्योंकि भाजपा ने 2014 में और उसके बाद से देश भर के चुनावी संग्रामों में आजमाए जा रहे अपने हरेक राजनीतिक हथियार का इस्तेमाल इस राज्य में भी किया है। पुस्तक रिपोर्टिंग की शैली में लिखी गई है और कथ्य को बेहतर बनाने तथा लेखक के निष्कर्ष को सही साबित करने के लिए कई किस्से भी शामिल किए गए हैं।
झा मानते हैं कि इस लड़ाई में भाजपा का पलड़ा दो कारणों से भारी हो गयाः प्रधानमंत्री नरेंद्र मोदी का व्यक्तिगत आकर्षण और विश्वसनीयता तथा पार्टी अध्यक्ष अमित शाह की बूथ स्तर तक तैयार की गई चुनावी रणनीति एवं मोबाइल फोन पर मिस्ड कॉल के जरिये चलाया गया भारी-भरकम सदस्यता अभियान। पुस्तक में कुछ शुरुआती अध्याय देश भर में फैले मोदी (और भाजपा) समर्थकों की सेना को खुश कर देंगे और हो सकता है कि सबसे पहला अध्याय ‘द मोदी हवा’ पढ़कर वे वाह-वाह करने लगें। लेखक अपनी बात ऐसे कथन से शुरू करते हैं, जिससे प्रधानमंत्री के विरोधी भी शायद ही असहमत हों: “भारतीय जनता पार्टी ने नहीं, राज्य के नेताओं ने नहीं, उम्मीदवारों ने नहीं और राष्ट्रीय स्वयं सेवक संघ ने भी नहीं। उत्तर प्रदेश में भाजपा को केवल और केवल एक व्यक्ति ने जिताया - प्रधानमंत्री नरेंद्र मोदी।” लेकिन ऐसा कैसे हुआ कि तीन वर्ष से कमान संभाल रहे किसी राजनेता को सत्ताविरोधी लहर का सामना तो बिल्कुल नहीं करना पड़ता है उलटे वह पहले से ज्यादा ताकतवर हो जाता है? झा कहते हैं, “सत्ता के कारण आत्मसंतुष्टि या लापरवाही आने और आगे की संभावनाएं कम होने के बजाय मोदी की लोकप्रियता में वृद्धि ही हुई है।” पुस्तक में एकदम सही कहा गया है कि लोकप्रियता बरकरार रहने के पीछे सबसे प्रमुख कारण लोगों का वह “भरोसा” है, जो प्रधानमंत्री में बना हुआ है। झा कहते हैं कि उस भरोसे के पीछे “सतर्कता के साथ बनाई गई छवि, एक नई छवि” है, जिसमें मोदी हिंदू नेता से विकास पुरुष (गुजरात का मॉडल उदाहरण है) बन गए और अब वंचितों के मसीहा (विभिन्न सामाजिक योजनाएं तथा नोटबंदी) बनते जा रहे हैं। लेखक उत्तर प्रदेश से किस्से सुनाते हैं, जहां तमाम तकलीफें झेलने के बाद भी लोग नोटबंदी की प्रशंसा कर रहे थे, मोदी के इस तर्क को स्वीकार कर रहे थे कि काले धन पर चोट करने के लिए और गरीबों को वह सम्मान देने के लिए, जिसके वे हकदार हैं, ऐसा करना जरूरी था। इस प्रकार एक आर्थिक निर्णय को राष्ट्रीय सम्मान बना दिया गया। लेखक ने मिर्जापुर में एक दुकानदार की बात बताई, जो कह रहा था, “मुझे लगता है कि यह बहुत अच्छा कदम है। अगर हमारे जवान सीमा पर अपनी जान जोखिम में डालते हैं और चौबीसों घंटे हमारी हिफाजत करते हैं तो क्या राष्ट्रहित में हम कुछ घंटों के लिए कतार में भी नहीं लग सकते?”
‘शाहज संगठन’ नाम के अध्याय में झा ने दूसरे कारक - पार्टी प्रमुख अमित शाह की रणनीतियों - की विस्तार से चर्चा की है। यहां भी लेखक की जमीनी मुद्दों की समझ, विभिन्न पार्टी नेताओं तथा कार्यकर्ताओं के साथ उनकी बातचीत से प्रधानमंत्री के सबसे करीबी सहयोगी बनकर उभर रहे शाह का निष्पक्ष एवं वस्तुनिष्ठ मूल्यांकन करने में मदद मिली। अपने मार्गदर्शक जितने ही सख्त तथा निर्णायक शाह ने उत्तर प्रदेश की राजनीति को समझने और उन लोगों पर भरोसा करने में देर नहीं लगाई, जिन्हें कोई जिम्मेदारी सौंपी गई थी। लेखक सुनील बंसल की एक घटना सुनाते हैं, जिन्हें विधानसभा चुनाव से पहले उत्तर प्रदेश में पार्टी पदाधिकारियों की बैठक में उन्हें लाया गया था। शाह ने वहां मौजूद लोगों से कहा, “वह (बंसल) चुनाव प्रबंधन देखेंगे। और वह कुछ भी कहें तो मान लीजिए कि मैं कह रहा हूं।” लेखक बताते हैं कि भाजपा की उत्तर प्रदेश की रणनीति के केंद्र में एक कड़वी सच्चाई थी, जिसे पहचानने और ठीक करने में शाह को देर नहीं लगी। “शाह समझ गए कि पार्टी का गणित पूरी तरह गलत था। मुसलमान पार्टी को वोट नहीं देंगे। यादव सपा के प्रति वफादार रहेंगे। दलित समुदायों में जाटव मायावती के धुर समर्थक थे... भाजपा बाकी 55-60 प्रतिशत में ही कुछ कर सकती थी... उन्होंने ऊंची जातियों को इकट्ठा करने तथा पिछड़ों एवं दलितों के बीच पांव पसारने पर ध्यान केंद्रित किया।” इस प्रकार इन सभी ने मिलकर ‘सोशल इंजीनियरिंग’ के लिए जमीन तैयार कर दी, जिससे पार्टी को अप्रत्याशित लाभ मिला और जिस पर झा ने एक अन्य अध्याय में विस्तार से चर्चा की है।
भाजपा तथा उसके समर्थकों और उसकी ओर झुकाव रखने वाले पाठकों के लिए अभी तक तो सब अच्छा है। लेकिन अब झा पलटते हैं और पार्टी के सामने हकीकत रखने का फैसला करते हैं। ‘द एच-एम चुनाव’ नाम के अध्याय में उत्तर प्रदेश चुनावों के दौरान हुए धार्मिक ध्रुवीकरण का विवादित मसला है। लेखक बिना लागलपेट के कहते हैं कि भाजपा और उसके वरिष्ठ नेताओं ने मुकाबले को सांप्रदायिक रंग देने का प्रयास किया, लेकिन वह स्वीकार भी करते हैं कि देश के कई राज्यों में चुनाव जीतने के लिए एक सीमा तक ध्रुवीकरण करना भाजपा के लिए जरूरी है। वह कहते हैं, “इन सभी राज्यों में मुस्लिमों की आबादी में 20 प्रतिशत या अधिक हिस्सेदारी है। और पार्टी -20 प्रतिशत नुकसान के साथ शुरुआत करती है क्योंकि न तो मुस्लिम पार्टी को वोट देते हैं और न ही पार्टी को उनके वोटों में दिलचस्पी होती है। चुनावी मैदान में बचे बाकी मतदाताओं को एकजुट करने के लिए उसे हिंदू जातियों के प्रति झुकाव रखना पड़ेगा...” झा इस विषय को आगे बढ़ाते हुए कहते हैं, “इसके लिए भाजपा और उसके वैचारिक सहयोगियों ने सबसे आधुनिक लेकिन सबसे भद्दे प्रचार का सहारा लिया - आधुनिक इसलिए क्योंकि नए तरीके थे और तकनीक का इस्तेमाल था, भद्दा इसलिए क्योंकि संदेश पहुंचाने का तरीका ही ऐसा था और सफेद झूठ का भी सहारा लिया गया था। मुस्लिम विरोधी दंगों और हिंसा में उनकी सक्रिय मिलीभगत रही है और उस समय उत्पन्न हुए गुस्से और बेचैनी का फायदा भी उन्हें मिला है।” लेखक मानते हैं कि ऐसी रणनीति “हिंदू समाज को एकजुट करने के व्यापक वैचारिक लक्ष्य” की दिशा में काम करती है।
इसमें कोई संदेह नहीं कि उत्तर प्रदेश में भाजपा की जीत में हिंदू वोटों की लामबंदी ने बहुत अहम भूमिका निभाई थी। यह भी सच है कि पार्टी ने मुस्लिम विरोधी भावना को भी एक हद तक हवा दी। प्रधानमंत्री नरेंद्र मोदी समेत भाजपा नेताओं ने ऐसे नारे गढ़े, जिन पर सवाल उठाए जा सकते हैं। और इस प्रकार ऐसी धारणा बनाई गई, जिससे पार्टी को मदद मिली। यहां लेखक शायद यह भूल गए हैं कि धारणाएं महत्वपूर्ण तो होती हैं, लेकिन यदि जमीनी स्तर पर वे सही नहीं होती हैं तो उनका बहुत सीमित असर होता है। पिछली सरकारें अल्पसंख्यकों (यानी मुसलमानों) के तुष्टिकरण में लगी थीं और उसके कारण बहुसंख्यक समुदाय में नाराजगी थी, जो ठीक भी थी। मुस्लिम त्योहारों के दौरान बिजली आने और हिंदू त्योहारों के दौरान नहीं आने के आरोप में कुछ सच्चाई तो रही ही होगी वरना ऐसा कहा ही क्यों जाता। मुजफ्फरनगर की घटना में कई भाजपा नेताओं ने सांप्रदायिक भाषा का प्रयोग किया, लेकिन यह मान लेना भोलापन ही कहलाएगा कि पार्टी केवल उसी की वजह से जीत गईः तत्कालीन राज्य सरकार द्वारा पक्षपाती रवैया अपनाए जाने के उदाहरण भी मौजूद हैं, जिनके कारण बहुसंख्यक वर्ग भड़क गया।
यदि भाजपा इतनी आक्रामक नहीं होती तो क्या मुस्लिम उसके पाले में आ गए होते? झा लिखते हैं कि देवबंद में एक मौलाना ने कहा, “वे (भाजपा) हमें समस्या की तरह दिखाना चाहते हैं ओर बाकी सभी को एकजुट करना चाहते हैं। फिर बातचीत ही कैसे हो सकती है?” यह गंभीर तर्क है, लेकिन ऐसा ही अल्पसंख्यक समुदाय के लिए भी कहा जा सकता हैः ‘मुसलमान भाजपा को समस्या की तरह दिखाना चाहते हैं। ऐसे में बातचीत कैसे हो सकती है?’ साफ है कि मामला एकतरफा नहीं है। दोनों पक्षों की शिकायतें हैं। साथ ही यह भी नहीं भूलना चाहिए कि यदि भाजपा जाति की दीवारें तोड़कर पूरे हिंदू समुदाय को आक्रामक तरीके से लुभा रही थी तो दूसरी पार्टियां भी उतने ही जोर से अल्पसंख्यक वोटों के पीछे पड़ी थीं। झा के तर्क में एक तरह का डर है कि भाजपा “हिंदू शासन” थोपने की कोशिश कर रही है, लेकिन उनकी यह धारणा बेबुनियाद नहीं है कि पार्टी “हिंदू एकता” की दिशा में काम कर रही है। हिंदू शासन की बात शायद पार्टी के मुस्लिम विरोधी रुख के कारण हिंदू वोटों को एकजुट करने में उसकी सफलता के कारण आई है और इस कारण भी क्योंकि उसने एक भी मुस्लिम उम्मीदवार को टिकट नहीं दिया। लेकिन झा खुद ही एकदम सही तरीके से रणनीति बता चुके हैं: मुस्लिम और यादव वोट मिलने नहीं थे और जाटवों के ज्यादातर वोट मायावती की झोली में थे तो भाजपा के पास हिंदू समुदाय के ज्यादा से ज्यादा वोट हासिल करने करने के अलावा कोई विकल्प ही नहीं था। हिंदू एकता का मतलब हिंदू शासन नहीं होता।
फिर भी झा ने चिंताएं सटीक तरीके से सामने रखी हैं। भाजपा कहती रही है कि वह मुस्लिम विरोधी नहीं है, लेकिन इस बात को विश्वसनीय बनाने के लिए बहुत कुछ करना होगा। साथ ही सांप्रदायिक दांव चलने के खतरे - और यह बात सभी पार्टियों पर लागू होती है - भी स्पष्ट हैं: सामाजिक विभाजन, हिंसा, जान-माल की क्षति ही इसके नतीजे होते हैं। चूंकि भाजपा अब सबसे आगे है, इसलिए उसने अपनी कथनी और करनी एक जैसी रखनी चाहिए।
इस बीच अगर कांग्रेस 2019 तक खुद को नहीं संभाल पाती है तो झा एक और पुस्तक लिखने के बारे में सोच सकते हैं, जिसका शीर्षक होगा, “हाउ द कांग्रेस लूजेस”।

India-Uzbekistan Relations: New Opportunities

There are common elements in the Indian and Central Asian experience. Both were connected by constant flow of men, goods and ideas. Samarkand and Bokhara are as much part of our history as Uzbek history. In the contemporary period, Tashkent is associated in Indian minds with the Tashkent Declaration, and Prime Minister Shastri ji’s death in that city in January, 1966. Since the birth of the new republic in 1991, our bilateral relations have been strengthened by high level visits from both sides. PM Modi made a bilateral visit to Uzbekistan in July, 2015. He visited the country again in June 2016 to attend Shanghai Co-operation Organisation (SCO) summit. The process culminated in India joining SCO during Astana Summit in June, 2017. Recently, a high level Uzbek delegation led by Uzbek Foreign Minister, and Foreign Trade Minister, visited India. Uzbekistan provides opportunities for enhancing regional connectivity, trade and investment.
The Central Asian renaissance in the 9th and 10th century was linked to wider intellectual under-currents in the region extending from India to the Abbasid Caliphate in Iraq. There are three outstanding personalities from this region, who have left their imprint on history - Muhammad Ibn Musa Khworezmi, Abu Reyhan Beruni and Abu Ali Ibn Sina.
Khorezmi’s work, “On the calculation with Hindu numerals”, written around 825 AD was mainly responsible for spreading the Hindu-Arabic numeral system throughout the Middle East. Al-Beruni came to India with Mahmoud Ghazni. He produced a very detailed account of contemporary India, its social practices, mathematics and science. He was influenced by arguments of Indian scholars that the earth was round. Ibn Sina was born in 980 AD in the village of Afshana, near Bukhara. He learnt arithmetic from an Indian green-grocer. He authored a five volume medical encyclopedia, “The Cannon of Medicine”, which remained the most authoritative work on medicine till the 18th century. Uzbekistan gave rise to Naqshbandi movement. An exponent of this school of thought in India was Sirhindi.
At the time of creation of the new Republic in 1991, 46 percent of the people of Uzbekistan were below poverty line. This percentage came down to 14 percent by 2015. Uzbek GDP grew 6 times during the period. The economy also diversified. 57 percent of Uzbek exports are finished products now. After President Karimov’s demise, the political transition was smooth. Shavkat Mirziyoyev was elected President in a land-slide victory in December, 2016. He has since taken steps to strengthen relations with Uzbekistan’s neighbours. Bi-weekly direct flight was introduced between Tajikistan and Uzbekistan in April, 2017 after 22 years. President Mirziyoyev also visited Turkmenistan twice to sign three agreements on energy co-operation with Gurbanguly Berdymukhamedov. Uzbekistan has also opened two border-crossing points with Kazakhstan. Progress has been achieved in settling border disputes with Kyrgyzstan.
Afghanistan
Uzbekistan is a State bordering Afghanistan, and has a stake in political and economic developments in that country. Uzbekistan was part of Northern Distribution Network (NDN) for supply of non-lethal equipment to North Atlantic Treaty Organisation (NATO), after Pakistan closed supply routes running through its territory in November 2011.
Uzbek President Mr. Shavkat Mirziyoyev in his speech to the 72nd session of the UN General Assembly supported “direct dialogue among the (Afghan) central Government and main domestic political forces without preconditions”. He also suggested that the “negotiations should be Afghan-led on the territory of Afghanistan and under the auspices of the United Nations”. Significantly, he stated, “We support the appeal of the US President Mr. Donald Trump to Afghanistan’s neighbor-states to promote the peace process of the inter-Afghan settlement” - President Trump has criticized Pakistan for providing safe havens to terrorist organizations fighting US forces in Afghanistan. President Shavkat emphasized religious tolerance, mutual respect, non-discrimination and commitment to promote moderation, and oppose extremism.
Uzbekistan has also played a role in Afghanistan’s re-construction and development. It has completed a rail-road from Termez on Uzbek-Afghan border to Mazar-e-Sharif in Afghanistan. Once the segment Mazar-e-Sharif to Herat and Herat to Iran is completed, this will provide a route for Uzbek as well as Afghan exports.
Regional Connectivity
Uzbekistan is often described as a ‘double land-locked’ country - it is not only land-locked, but its immediate neighbors are also land-locked. Conversely, Uzbekistan’s central position makes it critical to any country trying to reach Central Asia. India is a founder member of International North-South Transit Corridor (INSTC). So is Kazakhstan. Uzbekistan is the missing link, without which India’s access to Kazakhstan will be difficult. Most of the physical infra-structure of INSTC, including rail, road and port connectivity already exists. What is needed is greater awareness on part of the business to take advantage of opportunities this route offers.
Though Uzbekistan is not party to INSTC, it is party to Ashgabat Agreement, which will provide a transport and transit corridor from Central Asia to the Persian Gulf. Uzbekistan is also party to Transport Internationaux Routiers or International Road Transport Convention (TIR). This is a multilateral treaty to simplify and harmonise the administrative formalities for over-land movement of goods across international borders. India has recently joined this Convention. Lack of connectivity accounts for low volume of India-Uzbekistan trade. The two-way trade of around USD 370 million is dwarfed in comparison with Uzbekistan’s trade with Russia and China. Uzbekistan’s trade with Russia is around USD 4 billion, with surplus in Russia’s favour. Uzbekistan’s trade with China is USD 4.2 billion with surplus in Uzbekistan’s favour. 40 percent of Uzbek gas is exported to China.
Uzbekistan participated in OBOR Summit in China, but has adopted a cautious attitude. It is interested in investment, not credit. Also it does not want investment in extraction industries, such as mining. Uzbekistan has not joined Eurasian Economic Union (EEU), which includes Russia, Kazakhstan, Kyrgyzstan, Armenia and Belarus. It has however, signed Free Trade Agreement (FTA) with Commonwealth of Independent States (CIS) countries. This has broader scope with all members of CIS being party to it. From Uzbek perspective, it also has more equitable decision-making structure as compared to EEU.
India’s participation in the development of Chabahar Port will complement the rail-road construction programme that Uzbekistan, Afghanistan and Iran have undertaken. The Port will provide an outlet to the Arabian sea. With India joining the SCO, points of convergence between India and Uzbekistan will multiply. Uzbekistan is an original member of the SCO. PM Modi attended the SCO Summit held in Uzbekistan in 2016, which paved the way for full membership for India in Astana Summit in 2017. SCO has emphasized the need for fighting terrorism and extremism. SCO member states have stake in stability of Afghanistan. India shares these concerns. India’s presence in SCO will give CAR more space to follow a multi-vector foreign policy.
Bilateral Ties
Uzbekistan has supported India’s candidature for Nuclear Suppliers’ Group. There is potential for supply of Uranium by Uzbekistan to India. The visit of Foreign Minister Abdulaziz Kamilov and Foreign Trade Minister Elyor Ganiev to India in August, 2017, has reinforced bilateral relations. The two sides decided to increase two way trade to USD 1 billion. Cheap gas prices in Uzbekistan makes it an attractive destination for Indian investment in petro-chemical sector. While distance and lack of geographical contiguity makes it difficult to evacuate gas from Uzbekistan, products would be easier to transport through INSTC route. Export of ‘moong dal’ from Uzbekistan to India is an interesting idea which emerged during the recent visit of Uzbek Trade Minister. Though a contract was signed, import has been postponed due to current surplus in the Indian market. However, this needs to be followed-up.
Uzbekistan is also a major cotton producer. But most of the produce is exported as raw cotton. There is scope for value addition. Indian industry has considerable experience of textile and apparel sectors, and could invest in these sectors in Uzbekistan. The pharmaceutical sector could be another area for Indian investment. Uzbekistan welcomes foreign investment, and has set up a number of Free Trade Zones (FTZ). Recently, the exchange rate has been unified, and profit can be repatriated. Uzbekistan has diversified its industry. It used to produce aircraft; while aircraft production has been discontinued, General Motors manufactures automobiles near Andijan. India provides technical assistance through ITEC programme. There is considerable demand for training imparted by Indian Space Research Organisation (ISRO). The two countries could also explore possibility of defence co-operation and training.
Uzbekistan and India are modern nations with millennia old history. There is convergence in their political interests; their economies are complementary. This provides a strong foundation to build their future relations.

Book Release: “Black Money and Tax Havens”, authored by Professor R Vaidyanathan

On 3 November 2017, the Vivekananda International Foundation (VIF), New Delhi, hosted the launch of Professor Ramachandran Vaidyanathan’s latest book titled ‘Black Money and Tax Havens’. Professor Vaidyanathan is Dean of Centre for Economic Studies at the VIF and a former professor of Finance at the Indian Institute of Management, Bangalore. He is well known for his extensive works on finance, especially in banking, insurance and capital markets. The Book Release saw an intensive discussion among learned panellists including Shri Swaminathan Gurumurthy (a renowned economist and a political analyst), Dr. Bibek Debroy (Chairman, Prime Minister’s Economic Advisory Council) and Shri Mahesh Jethmalani (Senior Advocate).
Shri Gurumurthy correlated the mutually reinforcing relationship between black money and corruption that ails the political and economic sphere in India. He mentioned that the first committee to study black money in India was formed under Shri Ajit Doval (National Security Advisor), Professor Vaiyanathan and him. He outlined how the 2008 global financial crisis had led the G-20 countries to consider black money as a serious global threat. Dr. Bibek Debroy noted that Indian economy is largely informal and thus cash transactions are obvious. However, despite considerable digitization, the cash to GDP ratio had shot to 13 percent in 2016 from 9 percent in 2000, making it larger than some of other South Asian countries. He also asserted that post demonetization; India saw a marked rise in foreign travel. Dr. Debroy mentioned that Indian government would mark November 8, 2017 as ‘Black Money Day’.
Shri Jethmalani emphasized that lack of legal tools had led to a growing modus operandi in money laundering, especially to tax havens abroad. He stated that demonetization had prominently affected black money inside India, but large amount of the money stashed abroad remained unaudited. He proposed there was great need to pursue stronger international cooperation to get full list of foreign accounts with black money and also at large publish names of tax evaders. Professor Vaidyathan stressed the need for effective judicial reforms to deal with black money and discharge swift and effective justice. He underscored the need for severe punishment and the urgent priority of re-establishing confidence in Indian economy.

Commentary: The 19th National Congress of the Communist Party of China and the Status of Taiwan


On 18 October 2017 Xi Jinping delivered a speech at the 19th National Congress of the Communist Party of China. While speaking on the section of ‘Upholding One Country, Two Systems’ and ‘Moving towards National Reunification’, he mentioned about the cross-strait relations. He said, “The One-China principle is the political foundation of cross-Straits relations. The ‘1992 Consensus’ embodies the ‘One-China’ principle and defines the fundamental nature of cross-Straits relations; it thus holds the key to the peaceful development of relations between the two sided of the Taiwan Straits.” He also stressed that, “We will never allow anyone, any organisation, or any political party, at any time or in any form, to separate any part of Chinese territory from China.”
Commenting on the Xi Jinping’s stance Taiwan President Tsai Ing-wen said that “Now is an opportunity for change”. She further added, “Taipei and Beijing should work together to seek a breakthrough in their ties, create long-lasting benefits for their people and permanently defuse cross-strait hostility and people’s fear of war.” She acknowledged the fact that the reason for the stalemate in the cross-strait relations is the Democratic Progressive Party’s (DPP) stand of not recognizing the 1992 Consensus as the framework for the cross-strait relations. Further, as a response to Tsai Ing-wen’s statement, China’s Taiwan Affairs Office said, “The political basis for relations across the Taiwan Strait was the ‘One-China’ policy, which states that the mainland and Taiwan are part of one China.”
On 20 October 2017, Taiwan’s Chief Cabinet Minister Lai Ching-de responded directly by pronouncing Taiwan’s six “determinations”: Taiwan’s determination to defend Taiwan’s sovereignty will not change, Taiwan’s determination to defend and maintain its freedom, democracy, human rights and life will not change; Taiwan’s determination to develop its economy and make Taiwan stronger and greater will not change; Taiwan’s determination to seek common grounds through exchange while setting aside differences to deepen peaceful development between Taiwan and the Chinese mainland will not change; Taiwan’s determination to defend and maintain the right of the Taiwanese people to make future choices will not change; and Taiwan’s determination to defend regional peace and security will not change.
Seemingly, there is no change in China’s stance towards Taiwan in Xi Jinping’s speech. At the 18th Party Congress, Hu Jintao said, “We must adhere to the principle of ‘peaceful reunification and one country, two systems’ and the ‘eight–point proposal for growing cross-straits relations and advancing peaceful reunification of the motherland’. Notably, this time, Xi Jinping appeared to be much tougher than his predecessors. The palpable reason for this stance is the coming of a pro-independence party DPP to power. The overarching policy of the DPP is to deepen Taiwan’s relation with the US and Japan and diversify its trade with the South, Southeast and East Asia.
In January 2016, Tsai Ing-wen, leader of the DPP, won the election and became the President of Taiwan. The cross-strait relations were one of the central issues in the elections because the previous Guomintang-led government was very close to China. On the contrary, DPP supported independence for Taiwan. Since the beginning, Tsai Ing-wen has refused to acknowledge the One-China policy and has maintained ambiguity over the 1992 Consensus. She does not consider it as the only option for dealing with China, rather considers this issue to be related to the identity of Taiwanese citizens and believes that it requires the full understanding and participation of the people. Notably, in her first National Day speech in 2016, she did not use the term ‘1992 Consensus’; instead she said, “We respect the historical fact that in 1992 the two institutions representing each side across strait held a meeting.” Stressing on the identity of Taiwan in her speech, she used the word “country” instead of the “island nation”. As she came to power, the cross-strait relations have been deteriorating, China has cut-off its official communication with Taiwan, the Mainland Affairs Council. There are no official channels between the two sides.
Taiwan is a critical issue for China. It is one of the “core interests” along with Tibet, Xinjiang and the South China Sea. Xi Jinping, in his speech, has once again made it clear that recognising the 1992 Consensus is the pre-condition for China to resume the dialogue mechanism. In all possibility, China will increase its pressure on Taiwan. It has already tried to stop Taiwan’s participation in the international organisations like the International Civil Aviation Organisation and World Health Assembly. China has pressurized countries like Panama to cut-off its diplomatic ties with Taiwan as a pre-condition to establishing its ties with China. Besides limiting Taiwan’s diplomatic space, China is trying to discourage Chinese tourists from visiting Taiwan. This has resulted in 30 percent decline in Chinese tourist to Taiwan since May 2016.
Overall, the recent development indicates that cross-strait relations will be rocky in coming times.
